The July 2026 Politburo meeting ended with a signal: the 20th Central Committee’s 5th Plenum in October will focus on “comprehensive and strict self-governance within the Party.” Translation: Xi Jinping is tightening control ahead of a likely third term in 2027. Between 2012 and 2025, 7.01 million party members were disciplined. 930 were “tigers” — senior officials. Three Politburo members were sacked in 2022 alone. This is the largest anti-corruption drive in CCP history.

But this is no longer just a campaign. It’s becoming doctrine. A new essay on “Xi Jinping Thought on Party Building” frames it as Marxist theory for long-term rule. The message: discipline is not about cleaning up, it’s about loyalty.

Three takeaways stand out. First, unabashed praise for Xi. Every achievement is attributed to his “navigation and helmsmanship.” Second, push for “institutional innovation” — read: digital surveillance to catch wrongdoing before it happens. Third, discipline now means not just obedience, but anticipating what the Party Center wants. The goal is to create a “political class of believers,” not just cadres. This is Maoist in tone, but 21st century in method. Data, AI, and party apps will monitor officials. “Lock power in an institutional cage,” the essay says. In reality, it locks power around Xi.

For the world, this matters. A Party that cannot tolerate internal dissent will be less tolerant externally. On Taiwan, on trade, on borders — expect less flexibility, more assertion. 

India must note this. As China codifies one-man rule, its foreign policy will also centralize. There will be fewer interlocutors, fewer course corrections. Negotiations will depend entirely on what Xi wants.The CCP is betting that stability comes from uniformity. History suggests otherwise. But for the next 5 years, China will test that theory. And the rest of Asia will live with the consequences.
